Microsoft strongly believes that the upcoming Xbox One Creators Update should support multiple controllers at the same time. Thanks to the new Copilot feature, two different controllers will act as if they were one and fulfill their wish.

Using two controllers on Xbox One is now easier

The new Copilot option adds more fun to the game and allows skilled players to take things over when their partners are in trouble, perfect for letting parents and kids play games together more often. In addition, the new Xbox One cooperative controls apply for any peripheral configurations including racing pedals. Microsoft has also added new enhancements to Magnifier and Narrator as well and more options over audio output and custom rumble settings on regular Xbox controllers.
