UPDATE 1 (February 7): The messaging issues are no longer listed on Skype’s Support page. This means that Microsoft already deployed the fix mentioned below. UPDATE 2 (February 10): Unfortunately, the issue persists. Microsoft updated the status of the Skype Service again, stating that:

Microsoft has officially acknowledged the problem and is currently verifying the fix. This means that the hotfix should be available for the affected users in the coming hours. If Skype is vital for you, then you should also know that logging out from Skype and login back in should fix this issue for most of users. However, if you already did that and the problem persists, then the only thing that you can do is wait for Microsoft to roll out the fix.
