Microsoft offered a few stability fixes in KB4497464. You need to run build 18356.21 on your machine to be eligible for the Windows 10 build 18362.30. The recent update fixed three of the most frequently reported bugs introduced the previous builds.
KB4497464 improvements and fixes
Windows 10 Build 18362.30 brings the following fixes to the operating system:
AAD user sign-in bug fix
AAD users were experiencing sign-in issues as soon as they installed the 19H1 update on AAD-joined PC that was not enrolled into MDM.
Enabling/Disabling .NET Framework issues
The previous Cumulative Updates brought a bug that was restricting Windows 10 users from enabling or disabling .NET Framework. Furthermore, users faced the same problem with other optional feature- on-demand (FODs).
Windows boot fix
Previously, the installation of a Cumulative Update and then an optional feature-on-demand (FOD) left PCs into an unbootable state. KB4497464 fixed this issue for good. Moving further, an official confirmation regarding the release of the update in the Release Preview ring stated that it is expected next week. The Windows 10 May 2019 Update will be released next month. Microsoft further stated that: The update is available for download to Fast and Slow Ring Insiders.
